Hi!

Is there any particular reason that debian does not have /usr/tmp directory? I have heard rumors that it is a certain standard.

Or is it just a fault with my box?

There is no /usr/tmp in debian.
Debian is following fhs.
The filesystem standard has been designed to be used by Unix distribution developers, package developers, and system implementors. However, it is primarily intended to be a reference and is not a tutorial on how to manage a Unix filesystem or directory hierarchy.

You have /var/tmp which is not cleaned after a reboot

In the next release, you might have different /tmp for every user:
