Network reset/timeout

Sort of annoying error on Etch.

When trying to log on aim, I keep having to retry when connecting initially

also when viewing web pages, often times I have to refresh the page, in firefox it gives me this error

"The connection was reset

The connection to the server was reset while the page was loading."

when using apt-get

Cannot initiate the connection to ftp.us.debian.org:80 (35.9.37.225). - connect (11 Resource temporarily unavailable) [IP: 35.9.37.225 80]

So basically, a minor network problem. Anyone here ever had this problem before? Any ideas for a fix? Troubleshooting ideas? Even a guess?

Troubleshooting ideas:
Install wireshark or tcpdump and log what happens. Packet headers are sufficient.

What card, router, connection type, proxy, firewall level do you use?
Does this happen under other operating system?
