netinst downloads and apt-get downloads stalling then restarting

I have a 100Mb internet connection that i've tested to ensure continuous ping to ftp.uk.debian.org

I'm trying to netinst debian squeeze and its got a lot of packages to download, it starts to download very fast and then it'll pause for about a minute or two then start again then pause. my netinst download takes about ten times as long.

the same happens when i tried to apt-get install my other machine to latest stable (lenny to squeeze)

any ideas what might be causing this? am i being throttled by the ftp server to zero? i thought it was down to <reasonable speed>?

Tried using a different mirror?
# Official Debian mirrors http://www.debian.org/mirror/list
# Also at http://ftp.debian.org/debian/README.mirrors.txt
# SourcesList - Debian Wiki - http://wiki.debian.org/SourcesList

Do you use a proxy?

Might try using OpenDNS.
