Inside your /etc/network/interfaces, make sure you have something like this bit
Code:
iface eth0 inet static
address 192.168.1.3
netmask 255.255.255.0
gateway 192.168.1.1
auto eth0
This last line in bold will bring up eth0 automatically on boot or when the networking deamon in restarted.

In order to have it as eth0 change the contents of /etc/udev/rules.d/70-persistent-net.rules according to your needs.
