How to use KUser to create a new user?

After getting into the habit of installing programs into my home folder it got a bit cluttered and I couldn't find anything so I decided to delete my user account and create another.
I used KUser and all the details are there but the new user doesn't show up on the login screen or in the login manager so I'm having to use the root account now. I can't work out what the problem is. Can anyone tell me how to create a user using KUser?
I remember from installing Gentoo that you can add a user via the command line but I can't remember the command I used.

I tried that and got this response -
rpcinfo: can't contact portmapper: RPC: Remote system error - Connection refused
However, the new user is now added to the login manager.
