Question how to set the right charset (or desired)

Hello all,

My /etc/locale.gen is like this:
hadacs:~# cat /etc/locale.gen
es_ES ISO-8859-15
es_ES@euro ISO-8859-15
es_ES.UTF-8 UTF-8
en_US ISO-8859-1
en_US.UTF-8 UTF-8

/etc/environment like this:
hadacs:~# cat /etc/environment
LC_ALL=es_ES@euro
LANG=es_ES.UTF-8@euro
LANGUAGE=es_ES@euro
LC_TYPE=es_ES@euro

But when I type locale, i get this:
hadacs:~# locale
LANG=POSIX
LC_CTYPE="POSIX"
LC_NUMERIC="POSIX"
LC_TIME="POSIX"
LC_COLLATE="POSIX"
LC_MONETARY="POSIX"
LC_MESSAGES="POSIX"
LC_PAPER="POSIX"
LC_NAME="POSIX"
LC_ADDRESS="POSIX"
LC_TELEPHONE="POSIX"
LC_MEASUREMENT="POSIX"
LC_IDENTIFICATION="POSIX"
LC_ALL=

When i am login as user, it's ok, but when i am root, i can't type 'ñ's' neither accents.

I would like to set locale properly, i mean iso-8859-15 or utf-8 instead posix, because i think this could solve the problem when i am root, buy i am not sure. Any help please ?

Thanks in advance.

sarge/etch/sid
?
Always mention this information

/etc/default/locale is another place

I've installed language-env and problems like this are gone.
