Have you heard of Arab Eyes they have an Arabic version based on Knoppix called Arabix it may be more suited to your needs. If you still want to use knoppix then you will need to generate the required locales that you need by using locale-gen and you may need to install localeconf and should probably install localepurge to get rid of the excess locales that are already installed. Once you have used the localepurge program you should edit the file /etc/locale.gen and delete the excess locale still in there leaving only the ones you want otherwise they will all be regenerated when you use locale-gen.
