FTP with those functions needed :(
 
I need an ftp server where user can

1. Upload files, but cannot delete them !
2. possibly not even download .. not so improtant though

And I need to change the port to something else and not 21

Look, I'm not trying to be picky or something. It's just that all you stated is that you need an FTP server with such-and-such configuration. How can anyone possibly help you unless you post specific questions?

Anyway, I'm sure I'm incompetent to help you install and configure a server, I just thought I would help you post a more specific question that has a better chance of getting answered.

In the replies section of the first article, I noticed this comment:

I find that using proftpd and configuring it with Webmin works great.
