Why are you making things so unbelievably difficult for yourself? What is wrong with doing things the Debian way and using exim out of Stable?
Just for the record, most tar files have README or INSTALL files inside of them. Follow the directions instead of posting for instructions as if this were the IRC.
man tar
tar --help
tar --xvf exim-4.30.tar
cd exim-4.30
nano README
nano INSTALL
./configure
make
make install
OR, do things the way you should and run the darn eximconfig program as root and reconfigure exim the proper way. Exim will be the easiest MTA you ever encounter.
Just to impress upon you the importance of following directions and reading documentation I downloaded the exim-4.30 tarball. after extracting the contents:
tar -xjvf exim-4.30.tar.bz2
I cd into that directory. What do I see?

NO file named configure. The above instructions I gave you were generic instructions for most source builds. But if you take the time to read the README, you'll see:
. Ensure that the top-level Exim directory (e.g. exim-4.30) is the current
directory (containing the files and directories listed above).
. Edit the file called src/EDITME and put the result in a new file called
Local/Makefile. There are comments in src/EDITME telling you what the various
parameters are. You must at least provide values for BIN_DIRECTORY,
CONFIGURE_FILE, EXIM_USER and EXIM_GROUP (if EXIM_USER is numeric), and it is
recommended that SPOOL_DIRECTORY also be defined here if it is a fixed path.
...
and much more. So, the instructions are in the README, as I mentioned.
But since you'll ask anyway, in the exim-4.30 directory type:
