I can't find any particular packages to install, but two things I can think of :
First, "apt-get install xfonts-intl-arabic ttf-arabeyes ttf-kacst" to get some basic arabic fonts
Then, try "dpkg-reconfigure locales" - choose the locales you want to have available.
Then, "scim" is a good program for inputting non-english characters. I don't know if it works with arabic, but I believe it does (it seems to be primarily for east asian languages). You'll need to "apt-cache search" for the right table packages to install for scim, it might be something generic. Then try installing "m17-env", this stands for "multilingualization environment", tools to let X be multilingual (in particular for text input) - this should help you choose scim as the default character input, and choose X's default language, etc.
If you want to later change some of those m17n-env settings, just type "dpkg-reconfigure m17-env"
This covers everything I can think of, but there might be more. Anyways, I hope that's at least a start!
