Strangely your /etc/webmin/webmin.acl file is missing
1st: try finding the file first.
2nd: if not found, try redefining the users that have access to webmin and the modules they can use, from inside webmin (if you can access webmin now without that file!)
3rd: if you can't do the above, then try creating the file and adding inside something like:

Luckily you'll have root access (not recommended), then add users to webmin, and modules for them to access.
4th: If non of the above worked, no other option than reinstalling webmin, as far as I know or remember.
