Difference between: linux-kbuild and linux-headers

I noticed that there is a package called linux-kbuild-2.6.25

and there is also a package linux-headers-2.6.25

I do understand why a linux-headers package might be require - possibly to compile module and driver development. But I am not sure what does linux-kbuild package is for?

Search engine provides this as the first link:

"What is kbuild?"
http://kbuild.sourceforge.net/

Hope this helps.
