debmirror --skippackage option?

Hello all,

I am trying to figure out what the

--skippackage

command line option does. the man page says a cryptic "Don't re-download Packages and Sources files. Useful if you know they are up-to-date."

Is it safe to assume that after the inital download, it will only update the files that need updating? I have not been able to tell the difference with and without this option.

Thanks!
