.deb postinst and prerm probs

ok i am making a deb archiveof one count it one script. it has no dependencies recommends etc ive made the config and md5sums scripts fine and even made the .deb fine the problem is i dont know what to do with the postinst and prerm scripts ive looked at many different howtos and such but this is not explained. for instance why do i need them it seems to give errors if i try to install built .debs w/o the specified files or if the specified files are blank. ive tried using examples from /usr/share/debhelper/autoscripts/ but none seem to suit my needs(and/or generally error out) b/c i dont have any stuff to install before or after the shell script is installed. not to mention when now due to my messups when i run synaptic i get "E: The package netcardconfig needs to be reinstalled, but I can't find an archive for it.
E: Internal error opening cache (1). Please report." and no package list

and when i dpkg -r netcardconfig
dpkg: error processing netcardconfig (--remove):
Package is in a very bad inconsistent state - you should
reinstall it before attempting a removal.
Errors were encountered while processing:
netcardconfig
