change system language for apache to german


hi LQ,
i ran a debian etch webserver with apache2.
i installed it with debootstrap but got some errors by downloading base-config, so i excluded it.

now my systemlaguage is english.

my webapplications use the date function, and get an english date.

i used "export LANG=de_DE.UTF-8" as root and i see the date in german, but the webserver doesnt.
how do i set it global?
i have a /etc/environment with LANG="de_DE.UTF-8"

If you want to change the system wide locale, I think the easiest way would be to use the following command:

dpkg-reconfigure locales
