I had the same problem using GNOME BitTorrent in Etch. The solution came via gconf-editor (you can find it in System-tools or using the console) and once there ->apps->gnome-btdownload->settings->max_port . You have to edit (or click) in that option to change you upper port limit (6900 in my case).

it seems that I've to setup Tracker Proxy in Deluge .
That download-able torrent tracker port is in 6969 (My range setting up 6881-6999) , so that y its able to loading.
