Unhappy apt-get through proxy - weird problem

I've set correctly connection for apt through proxy server (http_proxy variable or proxy setting in /etc/apt/apt.conf).

When I run
Code:
apt-get update
for the first time, all indexes are downloaded without problems:

Code:
root@darkstar:~ # apt-get update
Get:1 http://security.ubuntu.com warty-security/main Packages [3648B]
Get:2 http://security.ubuntu.com warty-security/main Release [102B]
Get:3 http://security.ubuntu.com warty-security/restricted Packages [20B]
Get:4 http://security.ubuntu.com warty-security/restricted Release [108B]
...
When I run
Code:
apt-get update
for the second time (after 10min) without I touch any settings, it stops incomprehensible with following errors:

Code:
 root@darkstar:~ # apt-get update
Err http://security.ubuntu.com warty-security/main Packages
  Connection failed
Err http://security.ubuntu.com warty-security/main Release
  Connection failed
Err http://security.ubuntu.com warty-security/restricted Packages
  Connection failed
Err http://security.ubuntu.com warty-security/restricted Release
  Connection failed
It begin work again after a very long period of time (next day). In the meantime
Code:
apt-get install
and
Code:
apt-get upgrade
still work without problems. Very strange

Why repeated indexes update fails ? What am I doing wrong ? What could be the reason it fails ?

Thanks in advance

can you try to see if the problem still happens outside the proxy server?

if it does,
the ubuntu server probably limits how many times a day you can retrieve the package files.
