Solved!

The problem was a kernel option.
Code:
CONFIG_UEVENT_HELPER_PATH="/sbin/hotplug"
which should be empty, according to this document.

There was another unmet requirement,
Code:
# CONFIG_FHANDLE is not set
but setting of this option only did not change the situation.
