Where are you downloading it from ?
I found 2 Debian DVD ISO's on the official mirror and both files are about 4.4 GB :

http://cdimage.debian.org/debian-cd/...6-binary-1.iso
http://cdimage.debian.org/debian-cd/...6-binary-2.iso

I've downloaded and burned them both and they work perfect, but be sure to use the http://cdimage.debian.org/debian-cd/...so-dvd/MD5SUMS (MD5Checksum to verify them before you burn).

Oh, and don't use your browser to download but a download manager (I used wget).
And it might even be better (faster) to use JIGDO : http://www.debian.org/CD/jigdo-cd/ to download large files like CD/DVD ISO's

I downloaded these dvds 3 times and burned them successfully only to find they were corrupted in some way or another, my advice is don,t bother, download the first 3 cds and use apt to get the rest of the packages you want. Another alternative is to install knoppix, change the apt sources to unstable, and then run apt-get update && dist-upgrade to get a Debian unstable install.

There is definitely something wrong with these images i downloaded it as well and got 373.6 mb and i used gwget, this doesn't surprise me at all as I said I downloaded the dvds before and got everything from 3999 mb, 4.2 gigs, 4.4 gigs. However each disc was bootable and the partitioner worked but the packages could not be read. I hope Debian fixes this soon so others do not wast thier time and bandwith on useless downloads.

Weird, when I downloaded them I did the MD5 Checksum and those were good (also they burned correct and I can boot the first DVD).
But I downloaded them from a Belgian Mirror since I'm located in Belgium.

As I said I to could boot from them, and even partition, but when it came time to install it could not read the packages, and a check of the dvd found errors in the folder containing the packages. I have downloaded many linux cds and dvds but this is the first time I have encountered this, but then as I said it is kinda pointless to have dvds with Debian as the 3 cds give you more of a desktop than most will need and apt-get is only a few keyboard punches away. But it would be nice to have the 2 dvds if nothing more than adding to my linux collection.

True, I always use the Netinstaller since that installes the latest packages and only what you need.
