How do you add users with Admin Permissions?

I clicked on add user from the desktop, but when I log in what that user dsl does not allow me to alter the desktop background or even exit the system without going into su. How do you alter the permissions on various users within DSL?

I've never really needed nor wanted to give root access to anyone other than giving the password for root. Then even that's not a good idea and presents and bunch of ( a whole lot of ) security problems for sure. One needs to be a really trusted person since once they have the password they can change it and lock anyone/everyone out of the system. NOT a good idea. Better to place applications in lower levels of groups and permissions where things can be managed safely.

If you add that user to the sudo group, I would imagine that the user would be able to do a sudo command to change the background.
