Do you have the package apt-listchanges installed? If you do, what version it is?

If you don't want to use this feature enabled, just remove from /etc/apt/apt.conf this line:

Rpm::Pre-Install-Pkgs { "/usr/bin/apt-listchanges --apt --noconfirm"; }; // apt-listchanges
