Yes, it does. Almost all packages are in english, then is used the pot files to translate it to other languages. If you want to use Conectiva english it will be no problem at all...
I guess there's not an tutorial, but the language is the first step of the instalation process and there's always an help at the left side. If you have any trouble installing it, post here and we try to help with it...
