The title comes from a line in a news story, "F.B.I. Agents Get Leeway to Push Privacy Bounds", by Charlie Savage, which appeared in the New York Times (reprinted in msn.com)

    Which manual would that be? And what or who keeps you from defining yourself as "a legitimate member of the news media in the Internet era"?

    Sorry, didn't see your comment until now. I'll try to find a leaked copy of the manual for you and post it here.

    Answer to the second question: only the US FBI (or even better, the US courts, who according to the US Constitution should decide such questions) can explain more fully what the criteria are, but it seems obvious that the intent is to prevent "plain jane" netizens who just start something labeled "blog", like this one, from arguing that under the new rules an FBI agent would at least need to seek approval from a supervisor before rummaging through the author's private life. When I find the link you can read it yourself and see what you think they mean.
