sctp.h not found in /usr/include/netinet/ in RHEL 4

I installed the Intel EM64T version of RHEL4 but the sctp.h that can be found in /usr/include/netinet
directory on the 32bit version is missing. Using the find command, it is located in:

/usr/src/kernels/2.6.9-5.EL-x86_64/include/linux/sctp.h
/usr/src/kernels/2.6.9-5.EL-x86_64/include/net/sctp/sctp.h
/usr/src/kernels/2.6.9-5.EL-hugemem-i686/include/linux/sctp.h
/usr/src/kernels/2.6.9-5.EL-hugemem-i686/include/net/sctp/sctp.h
/usr/src/kernels/2.6.9-5.EL-smp-x86_64/include/linux/sctp.h
/usr/src/kernels/2.6.9-5.EL-smp-x86_64/include/net/sctp/sctp.h


Copying these header files in /usr/include/netinet doesnt seem to fix the problem
as there are compilation problems encountered.
