Using USB jump drive to install programs

I am not on the internet so i use the library computer to download programs. I try to download the program and all its dependencies to a USB jump drive and now I want to install on my home computer. I want the installer to look at the USB drive and find what it needs to install instead of the internet. OR should i move everything from the drive to a folder then try to install. I am new to Linux and I am using Ubuntu and SimplyMephis. Mephis is my favorite but I want to learn the gnome desktop too.
