SSH connection from and to Linux

Hi,
I am trying to do a ssh from a Linux machine to another Linux machine but I could not succeed.(from a windows machine the ssh connection is ok).When I run the ssh in verbose mode, I get the following,
ssh -v root@10.10.19.253
OpenSSH_3.9p1, OpenSSL 0.9.7a Feb 19 2003
debug1: Reading configuration data /etc/ssh/ssh_config
debug1: Applying options for *
debug1: Connecting to 10.10.19.253 [10.10.19.253] port 22.
debug1: Connection established.
debug1: permanently_set_uid: 0/0
debug1: identity file /root/.ssh/identity type -1
debug1: identity file /root/.ssh/id_rsa type 1
debug1: identity file /root/.ssh/id_dsa type 2
ssh_exchange_identification: Connection closed by remote host
Can some one help me to solve this issue.I have RHEL 4u5 box.
