Does Arch provide a tool for pacman that generates a config file based upon the closest but fastest Arch mirror?

I am looking for something similar to apt-spy for Debian. It generates the following at /etc/apt/sources.list.d/apt-spy.list:

apt-spy queries all the known mirrors in your given country and generates a mirror list based upon the best performing. It bases the performance on HTTP or FTP download speeds.
