ARCH, a 160MB toshiba 7000CT lappy, and issues installing toshset/toshutils?!

So, I was testing out my nFluxOS quartet on my
Toshiba 7000CT Portege lappy aka "AncientOfDays"
its got 266mhz 160MB RAM pentiumII 4GB hdd
and so I installed the ARCH version from usb
and everythings awesome save I can't get either
toshset or toshutils installed!!
So, the fan works until I login, then shutsoff
I have laptop-mode-tools etc
but I tried

packer -S toshset

and it says the toshset.tgz md5sum is off and wont procede
and neither pacman or packer can find toshutils

I also tried installing both from source and both cant seem to figure out my kernel, etc

(exasperated)...so, I need the fan to work so it wont overheat
Can anyone help out?
Is there a way to force the fan on always?
and it does have a toshiba bios, not phoenix

Please help!
thanks

Ok
so I may not need toshset/toshutils

BUT; looking in /proc/acpi/toshiba all the stuff is there
except fan is set to
Code:
running 0
force_on 0
I tried many ways of changing it incl

Code:
echo "running: 1" > /proc/acpi/toshiba/fan
none of which works saying

Code:
bash: echo: write error: invalid argument
so, what am I doing wrong??

heres /proc/cpuinfo and lspci

Code:

EDIT:
Ok I got it with
echo "force_on: 1" > /proc/acpi/toshiba/fan

BUT, it stays on like 2min then shuts off...is it supposed to do that?
How do I keep it running??
thanks
