I was about to vote gimp, soon as i spotted blender it had to be that.
Top quality software, anyone who doesn't know what it is go watch sintel (it was created in blender xD)

Xara is worth a look
 
I use GIMP more than any other graphics app. I do use the imagemagick command line functions (convert, for example) quite a lot and it's really
wonderful for batch processing (making your high-res photos small enough to send to your friends). I voted for Xara to give it visibility. I have
been disatisfied with drawing tools in Linux (I never could make friends with xFig) and I find for drawing simple illustrative graphics that
Xara is the best tool I've found. It has ease of use and power... I usually don't have time for tools w/ long learning curves (except for Linux itself ... grin!).

Xara was never fully ported to Linux (that is to say, the Linux version is an antique compared to the Windows version, and it's a dead branch), but even crippled,
it's the best tool I've found.

This is another apples and oranges category. I use gimp, inkscape and imagemagick in equal measure depending on the requirements so rather than pick one I'll not vote at all :(
