Imagemagick.
How else are you going to type on the command line: "convert this.thistype to this.thattype" and have it happen?

I have overused imagemagick so much this days that I couldn't vote for my beloved Gimp and Inkscape. Two finest applications which are doing a lot of improvements.
One should recognize also the Xara's people efforts. I'll test it again right now.

A lot to choose from here. I like Inkscape and Gimp, but for all around usefulness and features (even though it's nowhere near complete) I'll have to vote for Xara. I use this a lot at work and it's the closest thing to CorelDraw I have found.
I voted for tuxpaint. It's a fun challenge to try to create serious artwork with it, easy to use, and I really like it. I do use Gimp a lot too, but I've got my locale set to Macedonian, which is good for learning the language, but bad for using complicated programs like Gimp at this stage of learning.
Distribution: Mostly Debian or some (exceptionally popular?) derivative thereof.

Man, I was so excited when I found out about Inkscape. GIMP is old news and kind of blows anyway, my vote is definitely for Inkscape. It's one of those projects that measurably improves the quality of a GNU/Linux workstation.
With a Non-linear video-editor, audio-editor, game-engine and 3D Modeling app/Texturer/Renderer/UV/Physics simulator all rolled into a single production power-house super-burrito package, I have to go with Blender.
