With each release, the OpenBSD project publishes an official CD set
(for i386, amd64, sparc64, & macppc platforms...) for sale. Although the Linux community finds the idea of buying anything repulsive, the OpenBSD project funds itself primarily through the sale of these CD sets. OpenBSD receives no corporate funding or endowments, so the nominal cost of an official CD set should be within most people's budget, & sales are vitally important to the project's continuance.

So to answer the original question, a subset of packages pre-built by the project are distributed with the CD set. Many common utilities, tools, & applications can be found in this assortment, but it should also be mentioned that the licenses associated with these packages are BSD
(ISC-like...) licensed, or similiar. The OpenBSD ports collection includes a number of applications with wildly divergent licensing
(some are even commercial tease-ware...), but to be included on the official CD set, they must be compatibile to the BSD license.
As for whether the list of packages can be made available, the format of the CD set is copyrighted. Whether publishing such a list violates the copyright is unknown to me, but given the nominal cost of the CD set & how important sales are to the project, purchasing a set should be seen as both affordable & helping the greater good.
