Note, these ISO files are not the same as the official CD set. These images are for single platforms, and do not include any of the pre-compiled packages, stickers, or artwork that the official CD set does. The OpenBSD project does not make the ISO images used to master the official CDs available for download. The reason is simply that we would like you to buy the CD sets to help fund ongoing OpenBSD development. The official OpenBSD CD-ROM layout is copyright Theo de Raadt. Theo does not permit people to redistribute images of the official OpenBSD CDs. As an incentive for people to buy the CD set, some extras are included in the package as well (artwork, stickers etc).

Can't help you there. I don't run OpenBSD. Probably easier and nicer to just buy the whole cd set.

These ones are compiled already. But it's a list :-)

I hope you'll find here everything necessary. http://openbsd.org/faq/index.html

With each release, the OpenBSD project publishes an official CD set (for i386, amd64, sparc64, & macppc platforms...) for sale. Although the Linux community finds the idea of buying anything repulsive, the OpenBSD project funds itself primarily through the sale of these CD sets. OpenBSD receives no corporate funding or endowments, so the nominal cost of an official CD set should be within most people's budget, & sales are vitally important to the project's continuance.

Information on ordering the upcoming OpenBSD 5.0 CD set can be found at the following:

http://www.openbsd.org/50.html

So to answer the original question, a subset of packages pre-built by the project are distributed with the CD set. Many common utilities, tools, & applications can be found in this assortment, but it should also be mentioned that the licenses associated with these packages are BSD (ISC-like...) licensed, or similiar. The OpenBSD ports collection includes a number of applications with wildly divergent licensing (some are even commercial tease-ware...), but to be included on the official CD set, they must be compatibile to the BSD license.

As for whether the list of packages can be made available, the format of the CD set is copyrighted. Whether publishing such a list violates the copyright is unknown to me, but given the nominal cost of the CD set & how important sales are to the project, purchasing a set should be seen as both affordable & helping the greater good.

I would just download the install iso for openbsd 5.0 from the openbsd mirrors and install a base system with that. After that you can use pkg_add to build what you need. You don't need to use ports to build your system.
Buying the CD is a great way to support OpenBSD.
