Need to protect a directory

I have a common directory that several users can get to. I need a directory within that directory to remain (read: no one should be able to delete it). But users need to be able to write data into that directory. It's for a webserver so:

/home/pubic <-directory that has access by users
/home/public/public_html <-directory that shouldn't be deleted.

Ok so what is the best way to do that? I tried uchg but everything I have tried won't let the users add anything into that directory.

This is on an OpenBSD 3.0 system.

Thoughts suggestions?

man sticky

In short, make it sticky. chmod +t dirname

That way people will be able to create stuff in there but only delete stuff that they own. The sticky(8) manpage explains this in more detail.
