copy recursively across directories

I wan to copy the files in these directories.

From

topdir/subdir1
/subdir2
/subdir3/
/subdir4/subsubdir1

TO

topdir/subdir1
/subdir2
/subdir3/
/subdir4/subsubdir1

So both have the same structure and both have files, I want to add them together within the same structure without overwriting any files/dirs at the destination.

Thanks
