Under Debian 3.1 this card works out of the box.

Under Debian 3.0 and Sarge (when it was still "testing") an entry for this card was missing in /etc/pcmcia/config.
If your system fails to recognize this card, add the following lines to /etc/pcmcia/config:

card "D-Link DFE-670-TXD Fast Ethernet"
manfid 0x0149, 0x4530
bind "pcnet_cs"
 is offline
