Kernel (uname -r):
2.6.29 (latest or nearly latest stable) + earlier

Debian Lenny 5
Needs driver downloaded from HP's website. They have a very good help forum.
Mine would only work for root (perhaps because of out of date Sane). Fixed this with adding followint to /etc/udev/rules.d/z60_libsane.rules
Code:
#lugo Put in next two lines to try to get the scanner device owned root:scanner, so lugo may use it.

Added later, 1st April 2010, there is a Debian package for the driver.

I have this Hewlett-Packard Deskjet F2280 All-in-One, printer, copier, and (not working) scanner.
My PC runs on Linux Xandres Debian, and it does NOT scan.
It does print (mostly) and copy (always).
I have never got it to scan, despite many visits to the shop, and trying to download a driver.
It often refused to print, so you have to delete the printer, and re-install it again.
then you have to change the settings after you press print.
You need to go to properties, then to device, then change the ¨from driver¨ to 600 colour + black cartridge, then it works for a while, then the whole thing has to be done all over again, because it suddenly no longer prints.
If I had known this before hand I would have never bought this machine.
Oh yes, another not so pleasant item, if you do not use it for a length of time, take out the cartridges, I forgot and the colour cartridge emptied itself into my printer. Had to clean the whole printer before I could use it again.
Are the lines if SANE does not have it. So did you manage to download the driver? If not the Debian driver might be a bit strange and you should try the proprietory driver.
I have ridiculously had no problem with the thing, it works perfectly in every respect. Have you tried using the scanner as root?
