Use Mandriva 2006, Kernel 2.6.12- 12mdk and was recognized right out of the bat, expect LIRC it took some doing. I posted here how I did it.
Product specification: Watch TV or listen to FM radio on your PC! The WinTV model 401 is a PCI board for PC's which has a 125-channel cable ready TV tuner, high quality dbx-TV stereo and a built-in FM radio receiver. The best combination of TV stereo and radio for your PC!
Image Watch TV with great stereo audio
Image FM radio receiver with Windows based radio application
Image Includes remote control plus S-Video and Composite video inputs for VCR, camcorder or video camera
Did some more research on the LIRC site and found somebody that made it work on MDK 9.1 / 9.2 and he wrote these intructions....
(note, I skipped the URPMI command since it was installed previously)
urpmi lirc lirc-remotes
cp /usr/share/lirc-remotes/hauppauge/lircd.conf.hauppauge /etc/lircd.conf
cp /usr/share/lirc-remotes/hauppauge/lircmd.conf.hauppauge /etc/lircmd.conf
vi /etc/sysconfig/lircd
(changed the following line: DRIVER=default into: DEVICE=/dev/lirc/0 )
/etc/rc.d/init.d/lircd start
chkconfig --level 35 lircd on
depmod -a
modprobe lirc_i2c lirc_dev
mkdir /dev/lirc
mknod /dev/lirc/0 c 61 0
cat >> /etc/rc.local
modprobe lirc_i2c
modprobe lirc_dev
lircd --driver=default --device=/dev/lirc/0
lircmd
I did a copy and paste of each line on the Command Console under root and just started working like magic. I noticed that once I rebooted I had to run...
modprobe lirc_i2c
modprobe lirc_dev
lircd --driver=default --device=/dev/lirc/0
to start it....
As is right now my TV works like a CHAMP! What is strange the Remote does not work properly on W2K very odd. On Linux runs like it was meant to be that way.
I need to see how I can get KRadio and KDETV to turn on and off the TV and Radio with the remote button... Perhaps is an edit somewhere. But as is right now all I have to do is click on the Application to run it or close it.
To make it work after starting or reboot.

You should be able to cut down on the manual work a little by adding two lines to /etc/modprobe.preload, thus:
lirc_i2c
lirc_dev
I'm not sure you should need to run lircd manually, either - the lircd service should start it. Try adding those two lines, rebooting, then try irw before trying to run lircd manually. If it doesn't work I guess you do need to run it manually for some reason.
Application configuration varies from application to application - your best bet is to Google for a guide for each specific app. There's no universal framework.
