V.92 56K serial modem.
Required being used for dialup on on Win98 with Win95 Conexant .inf, or WinXP with XP Conexant inf before it would recognise a dialtone using the standard windows driver, and therefore be usable on my IPCop firewall.
PDF manual didn't display using supplied Adobe Acrobat Reader 4, or Adobe Acrobat Reader 6 that was already installed; both complained of missing font in Win98. Same with WinXP and Linux.
I hope for other people's sanity that I was just unlucky, but it's now working.
